Child Rights Program (Prayash)

In Bangladesh the number of the children with disabilities is increasing due to different reasons and this number is not at all small. Insufficiency in their necessity and demand based services is arising complex problems. On the other hand, the existing social attitudes towards disable children are hindering their development. Instead of helping they are decried, ignored in different ways and even become the victims of violence. Besides these, socio-economic and cultural situations of the country are accelerating indifference towards the children with disabilities. In the present development context it is worldwide established to make the disable children advance. In such circumstance, FWCA in Rajshahi started through 'Prayas' program for promoting the rights of children with disabilities in 2005. Here there is a 'Prayas', the psychosocial support center where these children are being provided with physiotherapy and special education. Besides this, awareness generation and advocacy activities on the rights of the children with disabilities are going on. In order to bring about effective psychosocial development and social rehabilitation for these children 'Prayas' has undertaken outing, sports, recreational activities, parents counseling, case management, etc in its program. Achievements in terms of the result of these programs with these underprivileged children with disabilities are significant in last three years. Especially guardians, neighbors, professionals at different levels of the society and in communities are becoming conscious about the rights of disabled children which is helping to create favorable environment for them. Considering such an achievement as a role model, FWCA has adopted the plan to extend its operation

Adolescents Girls Program (BIKASH)

Adolescence is the worth-mentioning time period for human beings. A large portion of population in Bangladesh constitutes adolescent boys and girls and half of them are girls. The life of a girl child in the context of the society and culture of Bangladesh is full of humiliation and deception. Food, education, employment, freedom of thinking, property rights, choice, decision making, therefore in every respect of socialization, social activities and legalities, adolescent girls become the victims of discrimination which can be identified as the socialization of gender disparities and application of entering process. Adolescence is an important time for psychosocial and physical development. But in Bangladesh, adolescent girls at this very age become the victims of social and gender based violence, oppression, inequality and deception, therefore have been identified as the significant social populace. As a human being, equal rights and opportunity towards their development is convoluted in this society. The society's exertion to control their social and cultural growth is the reality. All these basically indicate the unfavorable conditions for social justice and balanced development. In such real circumstances, with a view to promoting aggregate social development through optimistically altering the situation of young adolescent girls FWCA has been working with these girls in RCC areas since 2005. This organization acts through the assisting and capability process in order to organize young adolescent girls in their self-help organization and to develop organizational capacity and leadership. Besides this, awareness generation and capacity building on human rights, gender, civic rights, self-opinion, right of choice, property rights, etc are important actions of this organization. Along with these, the adolescent organizations are assisted in arranging study circles, meetings and assemblage to develop effective endeavor in issues of protest against the violence happening towards women in the society, environmental movement, women rights, etc. Adolescence based advocacy with various stakeholders in the society are also being held. With a view to providing psychosocial and cultural support to young adolescent girls, this organization is establishing and conducting 'Psychosocial Development Center' for them in different localities of the city. In these centers, girls are provided with study circles, meetings, training as well as cultural education on singing, dancing, drama playing, etc. Considering culture as an aggregate process in the development context, the organization is implementing its programs.

Women Human Rights Program (MUKTI)

About 5 and a half crore people live beneath the poverty line in Bangladesh. Among this vast populace the least deprived and most oppressed are the women. Among poor women, situation of divorced, separated ones who also are the main sources of family income is more deplorable. It is found from a World Bank report that 25% male-headed families depend mainly upon the incomes of women. Several studies reveal that most of the families living beneath the poverty line are female headed. The reason is the gender discrimination of poverty in the existing society. Women are oppressed in all spheres due to patriarchal thoughts, ideology, perception, property inheritance act, marginality of women, patriarchy based power structure, etc. Violence and oppression against women is observed to a larger extent in Rajshahi compared to other districts in Bangladesh. In our country, women are turned into the target group in women empowerment related programs. Programs for the development of their autonomous agency and capacity are insufficient. In such very circumstance, FWCA is working with a view to establishing gender parity and promoting women's human rights. The organization is working in such a sector emphasizing the appliance of agency approach as a helping and enabling process. As a part of this program, various activities such as- forming women organization, providing training on organization management and leadership development, gender and human rights, initiating protest against various discriminatory issues, promoting women's human rights movement. It also provides various vocational training along with civic rights and environmental education, research-seminar-advocacy lobbing, etc.

Institutional Capacity Building

FWCA is committed to make itself as a human rights social work institution. So it is trying to adopt a participatory and learning organizational development process. Though FWCA is in the initial position and its emphasis is on its program operation but it has been trying to build its institutional capacity as per need and ability. In the mean time FWCA has taken initiatives to build up capacity of the staff through arranging training, orientation, workshop, and meetings on CRP, CEDAW, NWDA, psychosocial counseling, program implementation and so on. The organizational capacity and staff development to implement the program effectively and smoothly is required but it is not in the position to take initiatives more strongly. Another case is that the skilled staff is not found in our locality because of the law range of salary that indicates the financial constraint of the organization. FWCA has been working to prepare a ten years strategic plan as an integrated organizational oparation where the capacity development of the organization will be a major part. It is working to develop its necessary unit, system and policy. In the meantime the organization has been gaining the capacity and expertise on a) protection and care services with equipped Centre Called Prayash, b) operate and implement Young adolescent girls rights program in community level, c) human Rights training, advocacy and lobbing initiatives, d) gain experiences in participatory rights based programming e)advocacy and networking in local, national, regional and international f ) rights based program planning and designing, development, implementation, monitoring and evaluation and g) financial management, record keeping, financial monitoring etc. Although FWCA is needed to enhance its own staff capacity in the area of Child Rights Programming (CRP), child participation, human rights programming, gender, facilitation/presentation skill, sustainability theory and practices, tools, process and mechanism, advocacy and networking skills, communication and presentation skill, proper documentation skill etc. Besides, capacity initiative is needed for financial management and system.

Networking and advocacy

Another important learning that FWCA emphasize on the need to create a wider constituency to promote human rights issue. That is why FWCA has gained membership and playing its appropriate role with National Forum of Organization working with disabled (NFOWD) and the Peoples health movement (PHM) Bangladesh chapter. At the local level it has been trying to build issues based network with the CBOs and Civil societies group. Beside that FWCA has been tyring to developed relationship with national, regional, internatinal theme based network, academia and media. Resear

Research and Publication

Research, Information Dissemination and Shared learning is the important issue of the FWCA's Rights based programming. FWCA conducted two studies entitled "Children with Disabilities in Rajshahi City: A situation analysis" and "The Domestic Working Women: A Study in Rajshahi City". Among these, the study on children with disabilities has published and it has been using in the various level stakeholders even the Rajshahi City Corporation has taken it as a base line study. The national and local print media were covering the major findings of this study by giving special highlight. Beside this the study on domestic working women are in the process of publication. It is noted that FWCA has gained its expertise in the field of social research. Following this we are conducting a separate study project entitled "Capturing indigenous/ traditional coping mechanism in Disaster Management" supported by UNOPS under the CDMP/MoFDM. In the meantime FWCA has published a seminar book containing a number of Research based articles from internal and external research works and researchers. It has also published a number of issue based awareness materials under its thematic program line.

Creative arts

FWCA has been nursing a creative arts group consisting its women and adolescent girls and with the disabled children since 2007 as a strong support group on the rights based social movement of FWCA. FWCA has used creative art for social mobilization to increase people's knowledge and awareness and particularly perception and attitude. As such, bringing qualitative changes in attitudes and stereotypical practices within families, communities and institutions that have been addressed as the key focus of the FWCA's Rights based Program.
